Blue Envelope Program Enhances Police Interactions With Autistic Drivers

O’FALLON, Ill. – The O’Fallon Police Department has introduced a new Blue Envelope Program, a voluntary and free initiative developed in partnership with The Autism Hero Project to support safer, more positive interactions between police and individuals on the autism spectrum.

The department said the program provides an identifiable blue envelope that can be presented during contact with an O’Fallon Police officer. The envelope is intended to serve as a visual cue that an individual may have specific communication preferences or support needs, which the department said can help reduce misunderstandings and ease anxiety during an interaction.

The program does not require registration, according to the department. The Blue Envelope Program is an example for other departments in the region to follow with their approach to drivers with autism.

Autism Spectrum Disorder (ASD) is a lifelong neurodevelopmental condition characterized by challenges with social interaction, communication, and restricted or repetitive behaviors.

It is an autism “spectrum” because abilities and needs vary widely, ranging from requiring significant support to living independently. Diagnosis involves behavioral evaluations, often occurring by age two, with a prevalence of roughly 1 in 127 people.

Participants in the O’Fallon Police program can use the envelope to store copies of their driver’s license and vehicle documents, identify communication preferences, and provide contact information for a designated support person.

The O’Fallon Police Department described the Blue Envelope Program as a community-based initiative designed to assist law enforcement officers in communicating effectively with drivers on the autism spectrum or those with communication challenges during traffic stops.

“Drivers keep their license, registration, and insurance inside a specially marked blue envelope, which, when presented, signals the need for patience and clear communication,” the O’Fallon Police Department said.

Blue envelopes are available for free at the O’Fallon Police Department, 285 N. Seven Hills Road; O’Fallon City Hall, 255 S. Lincoln Ave.; and the O’Fallon Public Library, 120 Civic Plaza, all in O’Fallon, Illinois.
