Madison County Board Does Not Grant Special Use Permit to Proposed Glen Carbon Solar Farm

GLEN CARBON/EDWARDSVILLE – The Madison County Board did not vote on a motion to grant a special use permit to Trentino Solar, LLC, to develop a commercial solar energy facility in Glen Carbon.

During the Board’s regular meeting on Wednesday, May 20, 2026, several representatives with Trentino Solar and a volunteer with the Illinois Solar Education Association spoke in favor of the project during the public comments section of the meeting. Keith Morrell, the project manager with Trentino Solar, noted that the project was “intentionally designed to comply with Madison County solar ordinance.”

Jamie Bowden, village administrator with Glen Carbon, read a letter from Mayor Bob Marcus against the project.

When the Building and Zoning Committee reviewed this project, there was no motion or second, so the committee ultimately did not vote on whether to recommend the project’s approval or denial. The committee asked to be discharged from further review and consideration of the resolution.

The Board voted to discharge the committee. Victor Valentine and John Janek voted against the discharge of the committee. Bobby Ross, Michael “Doc” Holliday, and Chrissy Wiley were absent.

The Board then was asked to vote on whether to approve or deny the special use permit to Trentino Solar. Alison Lamothe made a motion to vote. There was no second, so the motion failed.
