Roy Winans

Roy C. Winans, 84, of Shiloh, Illinois, passed away Tuesday morning, May 19, 2026.

Born on May 2, 1942, in East St. Louis, Ill., Roy was a proud member of the East St. Louis High School Class of 1960. He devoted his life to law enforcement, serving his community with dedication and integrity throughout his long and respected career. Roy retired from the O’Fallon Police Department, where he served as a juvenile officer, patrol officer, detective and Sergeant. He was also a member of the Major Case Squad of Greater St. Louis for 10 years. His law enforcement service also included being a Chief of Police in Okawville, IL.

Beyond his career, Roy was an avid Civil War buff, a devoted family genealogy enthusiast, and an avid reader. He loved visiting historic sites and cemeteries and was proud to have helped refurbish the local historic Rock Springs Cemetery. His curiosity, service, and appreciation for history left a lasting impression on those who knew him.

Roy was preceded in death by his wife, Mary Ann (nee Henry) Winans; son, Jeffrey Winans; parents, Roy C. Sr., and Naomi (nee Brooks) Winans; and brother, Ronald Winans.

He is survived by his daughter, Lisa Poignee and her husband Jeff; grandsons, Brandon and Nathan Poignee; brother, Rich Winans; granddaughters, Mariah Johnson and Gabrielle Winans; great grandchildren, Amyah and Kaiden Winans; daughter in law, Lori Winans.

The Poignee family is grateful for the love and support of family and friends during this difficult time and would like to extend their sincere appreciation to the staff at Hospice of Southern Illinois and Colonnade Senior Living.

Roy attended St. Clare Catholic Church for many years. In lieu of flowers, memorial donations would be appreciated to St. Clare of Assisi Catholic Church or the O’Fallon Police Department. Share a message with the family at www.wfh-ofallon.com.

Mass of Christian Burial will begin at 10 am, Friday, May 22, 2026 at St. Clare of Assisi Catholic Church, 1411 Cross St., O’Fallon, Ill., with Fr. James Deiters presiding. Honors will be presented by the O’Fallon Police Department. Burial will follow at Mt Calvary Catholic Cemetery, Shiloh, Ill.
